Bring to a simmer. Heat to boiling stirring frequently. Sprinkle the flour into the pot then stir it in until well blended. Ladle soup into large soup plates or bowls.
Gradually stir in flour. Saute celery and onion in drippings until tender. In small bowl toss together lettuce basil. Garnish each serving with crumbled bacon and lettuce basil.
In 2 quart saucepan stir together tomatoes broth beans and seasoning. Cook bacon until brown and crisp.
